I desire to call your attention to the Co of Capt Hess, which was recruited for my Regiment, was reported to me by the Capt, who requested that it might remain a few days longer at Mason City owing to the scarcity of Blankets here, and has since without any authority gone to Camp Carlisle, and been assigned to the 1st Regt of Cavalry. I must insist on his being ordered to report to me here, for the reason that I turned off Companies which wished to go into my Regiment because the organization was full, including Hess, and now it leaves me minus one Company. It certainly is much more reprehensible for a Company to leave when once reported than for single men to leave a Co & join another which latter is not permitted. I hope you will order Capt Hess Company to report to me at once.

Something was said when I was in Wheeling about the Quarter Master of this Regiment drawing supplies direct, without the intervention of Mr Conly the State Q. M. This arrangement will suit us very well indeed and will be obliged to you if the neccessary orders are issued to Mr Conly and your Q. M. at Wheeling (Mr. Hornbrook), so that our Q Master can draw direct from Wheeling or other points where he can find the needed articles.

I was at Guyandotte and in the vicinity a few days since, and from what I saw & learned, my impression is that a force of mounted men should at once be placed in that region.
I would be very glad to occupy Guyandotte Barboursville & such other points as might be deemed best & sweep over that portion of the State between Big Kanawha & Big Sandy. That section is the more important, as the supplies for Genl Nelson's column are being taken up Big Sandy. If it should be thought best to order my Regt there, as there is some difficulty in procuring reliable Cavalry Arms, if one half of the Regt could be supplied with the Enfield Musket instead of the Carbine they could act as mounted Rifles very effectively indeed, while the other half could act as Light Cavalry.
There is at Jenkins farm 12000 bushels of Old Corn and 150 acres of this years not gathered, and I am informed there is plenty of Hay in the neighborhood.
Hugh Means, who is not an alarmist, informed me that his information as to the Rebel forces in that region was undoubted. Cavalry about 1400. Infantry about 3000. About 800 or 900 Cavalry made the attack on Guyan, the rest stayed at Barborsville. Mr. Means thought it possible the numbers might be overrated but that it was certain that there was considerable force of both Infantry & Cavalry.
My men are ready to move any time, that they can get their arms & horse equipment. Those who have not recd horses could receive them there as well as here.
Please send 12 Blank Muster Rolls, I need them badly.

So much complaint has been made to me about Dr Wheeler the Post Surgeon that I think I would be inexcusable if I did not report to you. He is charged with almost continual drunkenness, and gross neglect of the patients under his charge.
I would suggest that you send a Commission of Medical Men to examine his Hospital, and investigate charges etc.
I regret to say that my own information now is that the charges are too true, & that the patients are in bad condition, my opinion is made up from what I am told by those who know, rather than my own observation which has been limited.

I have the honor to enclose herewith the consolidated report of J. S. Morehead Brigade Inspector 23rd Brigade Va Militia. The complaints against Dr Wheeler Post Surgeon having become so great as to drunkenness, I yesterday placed him in arrest, and placed another Surgeon temporarily in charge.
I regret exceedingly to be obliged to do this, but justice to the soldiers placed under his charge and the requirements of the service obliged me to do this. I would much prefer an account of his family & in consideration of his acknowledged acquirements as a Surgeon that his case be not reported to the General Commanding the Dept. Some of his friends think he may be __ now to change his course, I await your orders.
I have been informed that orders from General Head Quarters, with reference to the movement of my Regt, have been recd at your office. If so, will you please forward them to me. Other movements are being made & if we could take advantage of the time a considerable amount might be saved the Government by taking return boats. We are ready to move the moment our Rifles are recd and have been for some time.
I have not as yet been able to attend to the Officers in Pleasants Co. Will do so if possible before I leave.
