Please inform me when the mustering officer will probably be with the 2d Va cavalry and also I wish to give you my reasons for asking that my muster date back to the date of my commission. When Capt De Beck was recruiting his Battery he was in Williamstown some six weeks or more with 40 men. The new recruits (as they were) needed medical attendance many of them had cholera morbus Some of them Diphtheria Some Inflammation of the lungs and others ailments of less importance. Altogether I worked pretty faithfully for him while he was in Camp there those Six weeks. Capt De Beck employed me to attend his men promising me pay for the same. I kept the date & names of the men treated. I sent my bill to Cincinnati according to his direction but I gave no order for him to receive the pay. He kept the bill or if he sent it on with his approval as he said he did I have heard nothing from it for more than a year.

In consideration that I have done that amount of service Will you be so good as to obtain from the proper authority a warrant to date back my mustering to the date of my commission which is the 15th of February and is for less extra time than I served as above and transmit to me in time for mustering.

My dear General
In compliance with your request I now sit down to give you all the particulars you wish for respecting Charleston.

In the first place, General Scammon is an excellent Soldier and perfect Gentleman. He has taken such precautions by fortifying and blocking up the roads, that Charleston itself and the Salt Works are in no danger whatever.

There has been some skirmishing at Fayetteville, which ended in the complete discomfiture of the Rebels. The Salt Works are not now in operation, the whole of the manufactured Salt is being sent away so that even were the Rebels to force their way into these parts which they have no chance of accomplishing, they would literally find nothing.

Moreover, we have a Gun Boat in the River- Now with regard to myself, General Scammon has no vacant Staff appointment and I must perforce do Regimental Duty with the 2nd Virga Cav - This to a man who has my experience with I hope some knowledge of my profession and who has already organized single handed and commanded several Regiments is between you and me somewhat ___ Dig. With regard to the vacant Colonelcy of the 14th I have already said so much that nothing remains to be added, except that I know positively the Regt would be much gratified to have me as their Colonel but this of course rests with Governor Pierpont to whom I beg you will pardon my disregards. I have just read Governor Boreman's address, To the People of Western Virginia, respecting the Recruiting of the Western Virginia Regiments and am consequently induced to write to you on the subject.

During the Crimean War, I enlisted no less than 8000 men for the english Army and have therefore had very great experience in that branch of the Service.

I am so well known to most of the Virginia Regiments, that I think I would make myself eminently useful in the present emergency.

At present we are doing next to nothing in the Valley - should His Excellency the Governor approve of my suggestion - an order from yourself, approved by the Governor, would have sufficient authority for me to come to Wheeling, when we can concert measures, to carry out His Excellency's views efficiently- rmg

I would respectfully recommend for promotion Major John J Hoffman, 2nd Regt W. Va. Vol. Cavalry.

Major Hoffman has been in the service since the Autumn of 1861, with his present rank. He has been under my command since Sept. 1863. During most of this time he has been in command of the Regt the 2nd W. Va. Cav. He has been faithful and meritorious, never shirking from or neglecting his duty. I deem it an act of simple justice, that he should receive a promotion, which I think he well deserves.

I therefore recommend him for promotion to any vacancy in any Regt above his present rank. Could he be commissioned so as to retain him under my command, I would much prefer it.

Upon a re examination of the Rolls of the 2d Va Vol Cav, I find that both of us are mistaken in supposing that no credit was given to the men on re-enlisting in the way of residence. By examining the Rolls you will find in the columns "where enrolled" & "where enlisted" (under Enrolment act), that credit has been given there and I think that you will find that the abstract I now send you is correct.

Dear Sir- I learn that Dr Voorhees Surgeon of the 11th Va Inf has sent in his resignation. The service in the Cavalry Branch has been rather hard for the time since May 1st.

I am on a weeks leave of absence, at home getting some rest. There will be nothing to prevent your doing what I believe will be a pleasure to you and an act of justice to myself.

I have friends in the 11th Va being acquainted with the Lt. Col & some others - also Col Powell will do me the favor of his influence as there is no chance of promotion in his regiment, at present.
