Sir- We the undersigned respectfully beg leave to present the claims of 1st Lieut N. N. Hoffman of Co. H 1st Va. Cavalry for promotion to the rank of field officer in the 3rd Va Cavalry, (subordinate to Major McGee) Lt Hoffman is a man of experience and ability. He served through the war with Mexico and at the beginning of the present troubles enlisted as a private in the Co. in which he now holds the position of 1st Liut, which latter position he has won by his faithful performance of his duty. He led his company in all the battles of the east since he has feld his present position, and has proved himself a thorough solider, and we think him deserving of the position, which we have no doubt he will fill with credit.

Sir I have the honor of transmitting you a few lines requesting you to Give me some advice about being transferred into some Regiment that is in the field. Sir I served in the three months service as a private in the seventh Ohio. I believe it was after serving my faithfully and honestly. I was discharged, I then re-enlisted in Capt E J Congers company. A 3rd Regt of Va. Col. Cav as a private and serced a littler better than fourteen months of my three years being unfit for service at that time and having lost my discharge. I enlisted again in Capt P G Wests Independent Company of home Guards. Stationed at Wheeling Va, and not wishing to remain here in the city but wanting to be where I can do more service for my county. I would ask you if I can get out of this company of Cpt P. G. West into the field where I can be of some service if so. And providing I cannot receive and appointment of a Lieutenancy. I should like to be transferred into Company. A 3rd Regt Va Col Cavalry for my conduct while serviing in the three years service I would cheerfully recommend you to Major Poter, Captain Nichold of General Fremonts staff and Captain E. J. Conger, Lieut S. B. Conger and Kieut W. W. Barrett of Co H 3rd Regt Va. Vol Cav if I can not receive the appointment I would like for you to have me transferred into the regiment and company spoken of before.

I am informed that the 3rd Regiment is now being formed. Would you send me by your influence in obtaining the Chaplaincy of sd Regiment; if the six months were sure entitled to chaplains. Any help that you can prudently give me will be greatfully remembered.
Please give full particulars as to organizing our company sind the Relation we will sustain to the National Army.

Being informed that his excellency the late elected Governor of West Va is desirous to have none but efficient officers in the Wn Va Vol Rgmts appointed-- I have the honor to recommend Na H Goff now Adjnt of the 3d Rgmt Va A far promotion so ho in the position as Field Officer would be an ornament to the service, and a benefit to the Rgmt assigned to.
In January last I was ordered to organize the Northern Brigade-- Hll Seitz at Buckhann Adjnt Goff was appointed on my staff-- from observations, during nearly Five months official intercourse-- I feel authorized to add-- that Adjnt N Goff was the most prominent officer in the seven Rgmts under my command.

The commission of Col: 3rd Va Cavry which was sent to me has never come to hand. I was forwarded by mail by Lt Col McGee some time ago & not having reached me I have concluded it is lost. As the want of it interferes with my action in procuring the Consolidation of the Regt and is inconvenient in other respects. May I ask you to have a duplicate commission made out & sent to me at these Headquarters. I would also be glad to have all the information in regard to the Regt, the number and location of the companies embraced in the organization Va, that can be furnished from your office.

The companies have been enlisted at different times as Independent companies and were originally 3 years men. I do not know the dates of their enlistments. Several companies reenlisted no more than two year ago, and have now only for 9 months to serve. Six companies were enlisted prior to July 1st 1862. The remaining companies service that time, Witcher Company this past summer and Wolffe has been mustered in enrithre a month past. I have no dates whatever. Adjt Barna Powell now at Charleston with detachment can furnish them. Major Congers squad which are of the old companies are willing to re-enlist for the war or three years if they can be transferred to the Regiments in their Department. I have personal acquaintance with five of the companies, all of which are in good condition, fully recruited, well disciplined and servicable. Those which I have not seen I hear good account of. The Regiment wants but two companies, now in progress of enlistment to complete its organization. Its aggregate numbers are above the minimum I believe. application is now made to the adjutant General to transfer the squadron of Major Conger to the Department, and if this is done the Regiments will be consolidated at an early date. I here give all the information I have in regard to the 3rd Va. Cavalry and will warn the detachment commanded to forward the information and dates that are wanting

Dear Sir:
I have understood that the commissary of the 3d W. Va. Cavalry has resigned and I desire you to do me the favor to appoint my son Lee Haymond to that postion. He is Quarter of that regiment, and as he is not physically very able to perform heavy duty, and desiring to Continue in the service I hope you may not consider it improper to make the change desired. He has been acting Quartermaster and Commissary of the post at Buckhannon for some time, where his labors (having no clerk) have been very onerous, and as soon as he is relieved there will join his Regiment in the Kanawha Valley, and wishes to do so as Commissary instead of Quartermaster. The rank being the same I believe– He is constitutionally a good and faithful boy, and I hope you will gratify him in this matter as it cannot be detrimental to the public service.
Please Let me know as soon as convenient if this change of position can be made.

Since I received your last letter I have been relieved from duty at Washington and ordered to Baltimore on duty with Col Bremman by the mersonity? Papers if Sir that Major Conger and Lt Clark of the 3rd Va Cav was killed mon General here is a change for you to do something for me. I am anxious to get out of Brig present since for several reasons and if you will give me the position of Major in this Regt. I will make you a present of three hundred dollars cash direct mms of courer this will be all confidential between ourselfes. I have some particular object in getting out of my present service and this is the only method I have of doeing it I have a great many friends in the Regt and my appointment will meet with their approbation.
The Gov saw my letter from Col Shrother regarding my appointment in the Regt also and from Gen Averell. Anr you I think have seen Enough to know that I have a very detivsive acquaintance in West Virginia.

Capt G. W McVicker of the 3d West Virg Cavalry desires the appointment of Major of the Regt in place of Maj Conger who was killed in the second Battle at Morefield. Capt Mc Company was in the charge made by Conger when he fell. Capt M is a citizen of this county & one of my particular friends he has served faithfully for near two years is a worthy and sober gentleman, of his qualifications I know nothing but presume his experience has perhaps by this time made him a fair officer. I do not know whether he is the ranking Capt, of the Regt. I most respectfully recommend him to your consideration & if you can with propriety promote him I shall be glad.
I hope soon to be in Wheeling & shall be glad to see you. Our Militia have all returned & we feel that the county now is safe

Your favor of the QQ was rather slow in reaching me considering the distance it had to come and the time it would have required me to come the same distance, but it is here at last and brings me glorious news I shall leave tomorrow for Cumberland and shall report to you from there what success I meet with
It has been suggested to me Genl that Col. Joe. Swider is an applicant for the position of Col of the third. I do not know as you do not say whether Col. Strother is resigning his position of Lt. Col. resigns his claim to the position of Col. or not, but if he does best it should be informed that I was not desirous of the position I deny announce myself as a candidate for that acrunement. When the time shall come that the Regt. shall be entitled to and need such an officer.
I wish Genl. as a friend you would present this matter to the Gov. at an early a day as will be convinint best he should be induced to decide in favor of some other applicant. If recommendations are necessry you know something about my ability in that line. Time or rather that want of it compells me to be brief for which I doubt not I have your thank

My motive in writing you is to solicit your Influence in procuring a detail for H. W. Johnson now a member of Co "B" and also Harry has been a good Soldier. For over 2 years. Nearly always on all out-first-or-at-the farm- was taken prisoner at Milroys defeat defeat at Winchester was with Averill in Tennessee Winter a linchbury the first in the fight at Morefield Comdg Co with Sherman in the Valley fighting nearly all the time. In short his situation has been one of extreme peril and hardship. Now he would like to have Respite from detail and damages of a life in the front if he could serve in some other capacity he is a good few man and I feel sure would render satisfaction as Clerk.
Please give this your Immediate attention & you will amply renumerate for your trouble.

I have learned indirectly that Sam C Meller has been commissioned in 3rd Va cav He has had charge of my office business since I have been Rurvezing (last 5 mns) & as I desire to make other arrangements if I am to lose him, before my accounts are finally settled. I have the honor to request you inform me "I2f such information be not incimpatable with hublie good" if such a commission has been issued.
The Adjt being at home I suppose you have all 'locals' of interest from the 12th. I hope to soon join them for duty. You have of course learned that Col Harris' is brevetece. As West Va soldiers we feel flattered with the number of Stars that have recently been conferred upon our heroses This fall.
When is our Governor & Adjt Genl coming out to present The Regiments their state flags? I would be happy to entertain you when you are en route & as speeches will be expected would suggest "We keep The "Inspiration"
