I respectfully submit the following report of my late expedition undertaken by your order and in pursuance of your instructions. On the first day we marched to what is called the "Stephens farm," which is seven miles beyond Trout Hill on what is known as "Twelve Pole creek,"having during the day taken one prisoner named Benjamin Smith, who was sent under guard to your Head Quarters, under charge of bearing arms against the Gov't, made undoubted by his own acknowledgement. On the second day when at the mouth of Linn creek I sent Lieut. C. H. Hudson with thirty men to Adkins Precinct as instructed, while I proceeded with the remainder of the company to the Ross Precinct. Learning that the enemy were in the neighboring woods in some force I dispatched a messenger for Lieut. Hudson and his command to join me, which he did, not however without being fired upon, by which one horse was wounded. He also left a detachment of seven men in charge of Serg't Shoemaker at the house of a Mr. Nixon, a loyal citizen, with instructions to protect Mr. Nixon's family until my return. Having been joined by Lieut. Hudson and learning that I had been misinformed as to the presence of the enemy I started for Mr. Nixon's house, and hearing the reports of guns when within two miles of that place, I hurried forward and soon came upon the scene of an action which had already lasted two hours, carried on by the Serg't left there with his seven men, against the enemy some thirty or forty strong, who were soon routed by my company whom I dismounted and ordered into the woods where the enemy where stationed. Our guide, David Holt was wounded in the arm, and two of the enemy killed and probably some wounded, besides two prisoners taken - by name Nathan Clay and ___ Clay his father charged with being in arms against the U. S. Army encamped that morning at the house of Mr. Nixon, we marched upon the third day of the expedition to Trout Hill, and on the next day returned to Ceredo without farther accident or adventure.

Yesterday I mustered into the U S. Service for the defense of Western Virginia Company No. 6 Capt William H H Russell (83 Men) I should have deferred the matter untill Maj Oakes came down but the Capt was fearful that by delaying some of his men would leave and particularly if any bad news should be received from Kanawha - please explain to Maj Oakes if I should not see him before this reaches you - I have appointed a meeting tomorrow afternoon of the Lieutenant Governor, Mr. John Hall & myself at my office for the purpose of nominating field officers for our Regiment and will send you the result as soon as known.

We have in Barracks two more companies not yet filled - hope at least one of them will be ready by next Saturday - Capt Russell Company (mustered yesterday) was the sixth mustered here. The horse Company (number 95 men) will have a meeting to day and probably go into Barracks They should be equiped without delay and at once put into service. They would at this present time be invaluable to Gen. Cox

What I desire more especially to call your attention to John B. Boorman a citizen of Kanawha County and a resident on Elk River and one of the many hand woodsmen of that region was here by authority of Gen Cox yesterday to see me - Mr Boorman for the last six weeks has been in the service and acting as scout - was in the action at secary Creek - He wishes to form from men of his neighborhood a company of one hundred and one of sharp shooters to be attached to our regiment

His men are all hardy robust Mountaineers accustomed to the chase, and in order to be effective wishes to be armed with Rifles. It is an arm they are accustomed to and if we can procure for these men the army Rifle with Minnie Balls - I will risk my reputation in saying that in an enguagement as well as the particular kind of warfare we are enguaged they will be more effective than the ballance of the Regiment They do not wish the rifled musket for it is not accurate enough. Can you promise us success in this enterprise and shall I hear from you soon My accounts from Kanawha convince me that the people as a mass are heartily sick of secession - immediately on Gen Coxs arrival in Charleston the county people came in in great numbers with their Rifles and threatened to burn the town and it is said that Gen Cox had to use his influence and power to prevent it - several of the rabid secession have asked of Gen Cox protection & the Gen has placed guards about their houses - Cox offers protection indiscriminately - It is said that when Wise started on his retreat at least five Hundred men refused to go with him declaring that they would not leave their homes - Wise finding the demoralization exhibiting in his army made a ?? of necessity and permitted all to remain at home that wished

With the remainder he pushed on tords Gauly and Lewisburgh - Coxes men in close pursuit - our troops upon arriving at Gauly found the Bridge Burned - Coxs men encamped on this side of Gauly a detachment however obtained Skiffs crossed Gauly and a short distance beyond found some 1300 muskets that the enemy had left - they also left a large quantity of Bacon which Gen Cox distributed to the poor of the neighbourhood - It appears also that many of his men whilst on the retreat deserted and took to the mountains and are coming in hourly surrendering themselves into the hands of our troops - It is said that at no time has Gen Wise had over 3700 troops in Charleston most all of which were from the southern States he met with poor success in Kanawha County - you may put Kanawha down in future as on our side and will act with us - and there will never again be any more secession troops in the Kanawha Valley unless brought there from the south - the Kanawha Sharp Shooters as well as the Ka. Riflemen have disbanded & but few of them have followed Wise - In an other sheet which you will find enclosed you will see what disposition has been made of the money I brought with me and also my report.

Dear Sir: I beg to recommend for a commission of First Lieutenant in one of regiments of Va. Volunteers in U. S. Service, Saml. B. McColloch of this City, now of the 32nd Regt. N. Y. S. M. He is now the 1st Sergt. of his company and acting brevet 2d Lieut. Mr. McColloch is a native of this county, the son of Jno. McColloch Esq for 30 years past the Clerk of our County Court, and the grand son of Captn McColloch celebrated in the early indian wars. He was a member of Co. C a volunteer Co formerly attached to my regiment, and in the beginning of these troubles, when the disloyal members of that Co. went off to join the rebels, he, being loyal & true to the Union, went off & enlisted in his present regt for the three mos tour, and remained with it when enlisted for the term of three years. He is now anxious to join his fellow citizens in his native state, and I can most heartily commend him to your favorable consideration. I know him to be well qualified for the appointment and can concur in the recommendation which I have shewn you from this field & company officers of his regiment.

Sir The camp of the 4th Va. Vol. Regt. is pleasantly situated in a large & level field with a thick sod upon it & in the rear of the Town. There are but four companies here at present, four being at Chapmansville & two at Camp Piatt.

It is manifest the greatest care is taken to promote the health & comfort of the men. The camp is thoroughly policed & the cooking carefully watched by the Surgeon, which is done in the rear of each company & at a proper distance from the tents. The ration is excellent soft bread of good quality furnished all daily.

Each company is provided with the wedge tent, one ten to every four men & the cleanliness of the bedding, the bunks built in each tent & excellent manner in which the tents are ventilated, indicate clearly the interest and care taken by company Officers in their respective commands. The men appear healthy & muscular, well clothed & but very few sick. There are about eight in hospital, now of a serious character and requiring little treatment. The Surgeon has not prescribed for a single case at sick call for near two weeks, he also reports favorably of the two detachments in this respect. Those unwell occupy a building which is scrupulously clean & the different articles of bedding are in the best order. The Regt. is supplied with hospital stores for forty & the stock of medicines and dressings is sufficient for any emergency. Each Surgeon is supplied with Instruments. The Hospital Corps is full & efficient: there are two hospital tents in good condition & four four horse ambulances; the Surgeon also reports the wagons subject to his requisition when wanted. The hospital fund amounts to one hundred dollars. I am pleased with the care the Register & Prescription books show. In my opinion the treatment of the sick is rational & satisfactory. The course pursued by the commander and officers of the Regt. is worthy of commendation and the fine appearance and Efficiency of the men will, I hope secure its continuance.

I take the liberty to direct your attention to the fact, that here in Fayetteville a considerable store of Commissary and Quarter Master Stores have been heaped up. It would take in my estimation at least 150 teams to haul it away. Allthough I by no means will suggest the speedy evacuation of this position, it might notwith standing in certain eventualities become necessary and in such case I would find myself in a situation of great responsibility. I sincerely believe that since the evacuation of Flat Top and of Raleigh, Fayetteville ought not be any longer a Quarter Master Post under the supposition namely, that on this line no offensive operations will in future be thought of.

Fayetteville is an exclusive defensive position, strong enough in front to hold out against any superior force of the enemy, but exposed to be turned on its right by Loop Creek. I do not think that it even will be attained. A permanent stock of ten or even fifteen days will consequently in my opinion be all, what is wanted here. All superfluous tents and other articles should be removed in time, also the surplus of Commissary Stores.

This would change the character of this defensive post and allow its garrison to move in any direction you might order them.

I have as yet not done much to improve the field works, which have been constructed here during the winter, because with small additional or alterations they seem to be sufficient for any emergency. There is besides no enemy to be heard of in this direction; Raleigh is still left to its few remaining inhabitants, and Mr. Will Richmond's Union Company is still in undisputed possession of New River at Richmond and Tarry Ferry. This seems to confirm the report, that only the Companies have remained to garrison Lewisburg and Union, and that the mainforce of the enemy has either been withdrawn or moved to turn our left. Previously to this the 13th Georgia , 36th Virg, and 1 Battl Louisiana under Gen. Williams have been at Salt Sulphur, the 22d Virginia, 45th Virg and 61st Virg under Gen. Eccels at the narrows. Some spoke also of the 50th or 51st Virginia, but I find no confirmation of this.

Three Cavalry Cos were at Blue Stone, with nine others Jenkins had moved on our left flank. This is the amount of information I already got at Raleigh. Here I am entirely without information. It seemed however to me, that it was the intention of the Revels to turn our position as well on the left by Sawerville as on the right by Guyandotte. May be, that those movements are mere raids. You are without any doubt better informed, than I, it is therefore only an opinion, which I, with your permission, take the liberty to communicate.

Dear Sir, Mr. W. A. Kalupowski, a private of the 4th Virginia Infantry Regiment, and who has been for the past seven months acting as Hospital Steward of the 91st O. V. I. wishes you to use your influence in procuring for him a Lieutenancy in his or any other Regiment. He is a good soldier and doubtless would make a good officer. He is tired of hospital life, (although fully competent and acceptable,) yet he wishes to engage in active service again. If you can do anything for him you will not only confer a great favor upon him but your old friend, a lasting favor.

Please find the certificate of Adolphus Skinner crediting him to Wheeling Ohio Co W Va. Also Power of Attorney to authorizing me to draw his County Bounty of the Supervisor of Ohio Co. Will you be so kind as to collect it and send to me also deducting you charges for attending etc. John Higginbottom Co. Co 4th Regt W Va inft Reenlisted in same regiment in the State of Alabama at Likensville, B J Rollins Capt. on the 20th of January 1864 and was credited to no county or state. He now desires to be credited to this County & State. Can he do it, if so how will he proceed so to do. He wishes to be credited under this call.

Inf. say that they were credited to the County of Laurence Ohio and have sent their claims to me to collect their County Bounties and the Provost Marshell of the district informs me that that those persons mustered into Va Regt. & credited to Ohio are not reported by name but by figures or numbers to him

Will you examine and Send me a certificate of as many of the above names as you find credited to Laurence County Ohio and give me the name of the Townships to which they are credited so I can collect their bounties - yours etc

We the undersigned Officers of the 2nd W. Va. Vol. Infty and late of the 4th Regt. W. Va. Vol. Infty would respectfully represent to your Excellency that on the evening of the 20th inst. A meeting of the Officers of the 4th Regt. W. Va. Col. Inf. was called for the purpose of adopting measures whereby a reunion of all members of the 4th Regt. W. Va. Inf. might be held annually and it was resolved that we petition Your Excellency to present to us the State Flag carried by the Regt. during the first Two & a half years of the war. We desire to place the Flag in the hands of Sergt David Gatchel, the only surviving member of the original Color Guard of the Regt.

Praying that this our petition may be favorably considered
