I J H Cochran Adjutant of the 163rd Regiment of Virginia Militia, duly appointed by the Governor of the Commonwealth Virginia, do hereby certify that on the 19th day of october 1861 Court House in the County of Hancock Pursuant to my own order and practice duly given. I Superintended the Election of a Captain and Second Lieutenant of a Militia Company attached in the 163 Regt. where the votes of all the members present of said Company being given Viva Vace a majority was found to be n favor of John Campbell for Capt + Anthony Thomas for secon [sic] Lieu, who was thereby duly Elected Captain + 1st Lieutenant of the Said Company that the persons present were Entitled to vote and that the Election was fairly and justly conducted
