Photograph, Campbell Tarr, a native of Wellsburg, was a delegate to the Richmond Convention who opposed secession. Tarr later represented Brooke County during the First and Second Wheeling conventions. At the second convention he was elected state treasurer of the Reorganized Government of Virginia.
