New State Meeting in Upshur.
April 28, 1863
Editors Intelligencer:
At a meeting of a portion of the Union and New State citizens of Upshur county, convened at the Court House on Monday the 20th inst., (court day,) Richard Fretwell, Esq., was called in the Chair, and Nathan H. Taft appointed Secretary.
On motion, Dr. D. S. Pinnell stated the object of the meeting, which was to appoint delegates to the Parkersburg Convention to nominate candidates for State officers, and also a Senatorial and Judicial Convention to nominate a suitable person for Judge of this Circuit, and two candidates for Senators for this Senatorial district.
On motion, six delegates from each magisterial district were appointed to represent this county in the Parkersburg Convention, as follows:
1st Dist. - Solomon Day, James Keesling, Noah B. Wamsley, John B. Shipman, R. Fretwell and Lair Dean.
2d Dist. - Jacob Teter, John Love, J. N. Louden, Elias Bennett, Lewis Kanicoff and J. L. D. Brake.
3d Dist. - John J. Barr, D. S. Pinnell, E. J. Coleridge, F. Berlin, John J. Reger and D. D. T. Farnsworth.
4th Dist. - Jonathan Hefner, John W. Armstrong, Daniel Sumner, John J. Vincent, Chesley Moore and Festus Young.
On motion, ten delegates were appointed to represent this county in the Senatorial and Judicial conventions, viz:
1st District - Col. Watson Westfall, Wm. B. Goodwin, George W. Tinney, Richard Fretwell, James Kusling, Alexander Riggs, N. B. Wamsley, Lair Dean, Asa Strader and Elijah Harper.
2d District - A. R. Ireland, Jacob Teter, David B. Reger, Stewart L. Queen, O. B. Louden, John Love, E. Bennett, John M. Louden, J. L. D. Brake and J. Starcher.
3d District - D. D. T. Farnsworth, Joseph D. Rapp, John J. Bunn, D. S. Pinnell, D. S. Haselden, S. B. Philips, Lot Cutright, S. Rorhbaugh, J. L. Smith, J. J. Reger and A. Poundstone.
4th District - Samuel Wilson, B. Gould, Theodore Morgan, Jonathan Heefner, Festus Young, Charles S. Haynes, Anon Young, Abraham Buckhannon, Adolphus Brooks and Richard Philips.
Resolved, That the Senatorial and Judicial conventions be requested to meet in the town of Buckhannon, Upshur county, on the 20th day after the date of the President's proclamation declaring the State of West Virginia admitted into the Union, unless that day should be Sunday, and then on the next day.
On motion, the Secretary was added to the delegation to the Parkersburg convention.
Ordered, that the proceedings of this meeting be signed by the President and Secretary, and published in the Wheeling Intelligencer; and then the meeting adjourned.
