Mr. Kramer, from the committee on Military Affairs reported the following bills: House Bill No. 10, entitled "A Bill making an appropriation of fifty thousand dollars for procuring arms and equipments, munitions of war," &c., and House Bill No. 11, entitled "A Bill for the defense of the State."
Mr. Crothers from the committee on Elections and Privileges, submitted the following report:
The committee on Privileges and Elections report, that John Michael, of Hardy county, and Alfred Foster, of Wirt county, are entitled to seats in the House of Delegates of West Virginia.

A message from the Senate announced concurrence in the joint resolution of the House in relation to the election of Public Printer.
On motion of Mr. Van Winkle,
House Bill No. 5, entitled "A Bill to provide for the division into townships of the several counties of the State," on its second reading, was taken from the table.
On motion of the same gentleman, the bill was amended in the twenty-third line by transposing the words "two miles to the inch" so as to read "two inches to the mile."
On motion of Mr. Ross, the bill was amended by striking out of the twenty-third line the words "projected on a scale of two inches to the mile."
The bill was then ordered to engrossment.
On motion of Mr. Van Winkle, the bill having already been engrossed, it was read the third time, and passed with its title.

A message from the Senate announced the passage by that body, of the following resolution, as a substitute for the substitute adopted by the House for the original resolution of the Senate in relation to extending the Department of the Monongahela:
Resolved by the Legislature of West Virginia, That in order that the people of this State may have that protection which they so much need and to which they are so justly entitled, we earnestly request His Excellency, the President of the United States, to lay before the War Department, the necessity of creating a new department corps to be called the Department of West Virginia, consisting of all the counties in the State for the like purposes and objects for which the Department of the Monongahela was created; that the time of service in said department be fixed by the War Department; that all who volunteer in said department shall be exempt from all drafts during their term of service in said department, leaving those who refuse or fail to volunteer subject to be drafted; and that the commander of said department shall have his headquarters within the boundaries of the same, and that for the purposes and objects of this resolution, there be appointed a committee of one from the Senate and one from the House, in connection with the Governor, and any citizen he may appoint, to lay this matter before the President of the United States.
Engrossed House Bill No.7, entitled "An Act concerning the Hempfield Railroad Company," was taken up, read the third time, and passed with its title.

Mr. Lamb offered the following amendment to the twenty-eighth rule, which was adopted: after the words "to prepare" in the second line of rule twenty-eight, insert the words "and signed." After the words "for the same" in the third line, strike out the words "to be signed by the Speaker and countersigned by himself."
Mr. Lamb from the committee on the Judiciary, reported House Bill No. 12, entitled "A Bill to fix the terms of the several Courts," which on his motion was read a first time.
On motion of Mr. Kramer,
House Bill No. 10, entitled "A Bill making an appropriation of fifty thousand dollars for procuring arms and equipments, munitions of war," &c., and House Bill No. 11, entitled "A Bill for the defense of the State," were taken up, and respectively read a first time.
Mr. Fleming presented a petition signed by two hundred and twenty citizens of Harrison county, in relation to a military organization for home protection, which on his motion, was read and referred to the committee on Military Affairs.
On motion of Mr. Van Winkle, the Senate's substitute in relation to the Department of West Virginia, was referred to the same committee, with instructions to inquire, among other things, whether there is any act of Congress permitting the creation of such a department.
On motion of Mr. McGrew,
House Bill No. 9, entitled "An Act to authorize the heirs of David Albright to establish a ferry across Cheat river," was taken up on its second reading, read the second time and ordered to engrossment.
Mr. McGrew presented a petition asking a law authorizing the Superintendent of Schools for Preston county to pay W. S. Lyon a certain sum of money for instructing indigent children; which on this motion, was referred to the committee on Education.
On motion of Mr. Crothers,
Resolved, That the committee on Claims and Grievances consider the propriety of reporting a bill requiring all farmers to keep their stock within their enclosures.
On motion of Mr. Ruffner,
Resolved, That the committee on Roads and Internal Navigation inquire into the expediency and legality of a sale of the improvements on the Kanawha river, and that they have leave to report by bill or otherwise.
On motion of Mr. Bumgarner,
Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of reporting a bill authorizing the sale of certain lands in Mason county belonging to John N. McMullen.
On motion of Mr. Kramer,
House Bill No. 8, entitled "A Bill relating to exemptions from military duty," on its second reading, was taken up, read the second time, and on motion of Mr. Lamb, was laid on the table.
On motion of Mr. Ruffner, the House adjourned.
