WHEELING, VA., Aug. 4 --- At a joint session of the West Virginia Legislature to-day, Waitman T. Willey, of Morgantown, and P. G. Van Winkle, of Parkersburg, were elected United States Senators, the former on the first and the latter on the 6th ballot.
